FCAT Erasure Allegations Unfounded in Flagler School District

Flagler County School District was among 14 districts statewide flagged for what was termed “unusual levels" of erasures on the 8th grade reading FCAT exam. The state contracted with Caveon Test Security to analyze the data to identify unusual test results for two primary groups:  1) students with extremely similar test responses; and 2) schools with improbable levels of similarity, gains, and/or erasures. Flagler County School’s Accountability Coordinator Jim Devine, immediately began an investigation in accordance with guidelines provided by DOE.
The local investigation included interviews with administrators, teachers and students, review of documents from the DOE, and a review of the actual test administrative protocol. Results of the investigation yielded no improprieties and the documentation was provided to the DOE.  
Superintendent Janet Valentine received a phone call June 23, 2011 from Dr. Sharon Koons, Assistant Deputy Commissioner, Accountability, Research and Measurement, with the results of the review.  Of the seventy-five students in question, only three students were found to have erasures that led to their advantage. After a careful analysis, the Department determined that there was not sufficient reason to take any further action, thus the school’s data can now be released to the office of School Accountability for school grading purposes. School grades are expected to be released by the Department of Education in mid-July.
