      Beginning in October, Flagler County School Board members began collecting input from the community through a phone and e-mail survey, and forums. As a result of this process, the School Board members approved mandatory school uniforms for all students for the 2012-2013 school year at the January 17th board meeting.  The Board finds that school uniforms are necessary for the safety and welfare of students and school personnel.  Uniforms promote an environment that enhances learning and safety; encourages you to express your individuality through personality and achievements, not outward appearances; and creates a sense of school pride and belonging.   A proposed Uniform Dress Code was developed at the January 25th Board Workshop and will be approved at the February 7, 2012 School Board Meeting which begins at 6:00p.m. at the Government Services Building in Bunnell.  The approved Uniform Dress Code will then be made available to parents and student's through many avenues (i.e. the school and district website, letter will be sent home with students, radio, newspaper, school's front office).  There will also be a Uniform Information section on the district website to keep parents and the community informed, as we work together to give students every opportunity to comply with this new board policy and receive the support and assistance needed to meet this initiative.

    The Spelling Bee School Champions came together at Buddy Taylor Middle School on January 17th to compete for the District Title.  Following presentations of pins, certificates, and medallions to each of the school winners, the Spelling Bee rounds began.  At round 14, two contestants remained, Trenton Ray, 8th grade student from Indian Trails Middle School and Ivana Moore, 7th grade student from Imagine School.   The misspelling of the work timorously defeated Trenton leaving Ivana having to spell the next two words correctly to win; had she spelled one wrong, the round would have continued with Trenton.  Ivana Moore won the district spelling bee for the third year in a row spelling the words tableau and jambalaya without hesitation.  Congratulations ivana and Flagler County is cheering for you as you compete February 18th at he 68th Annual Times-Union Regional Spelling Bee in Jacksonville!

    School Grades for Flagler County Public Schools continue to show our district to be a leader in performance and FCAT scores.  The state recently released high school grades based on 2010-11 FCAT scores, as well as graduation rate, participation and performance in accelerated programs, and college readiness skills.   Out of the district's nine traditional public schools, six received an "A", and three received a "B".     The Speak Up Survey is a national survey (anonymous) intended to collect and report the unfiltered feedback from students, parents, teachers and administrators on key educational issues related to instructional technology.  The results of this survey will be provided to our district as well as state and national agencies.  For our purposes, it will give us a better understanding of the knowledge level and expectations of all stakeholders related to educational technology. As a Speak Up participant, Flagler County Public Schools will be part of a growing movement that values and uses their stakeholders’ opinions to inform K-12 educational decisions. The top five reasons schools participate in Speak Up are: Collect unique data from their stakeholders. Conduct a needs assessment and create a vision for 21st century learning.     The District Teacher of the Year and Employee of the Year was announced at the Annual Gala Event on January 12, 2012 at 6:00p.m. at the Flagler Auditorium.   Congratulations to Sarah Poppe, Teacher of the Year and Barbara Korn, Employee of the Year!   Sarah Poppe graduated in 2003 from The College of New Jersey with a Bachelor of Arts degree in English Education and began teaching high school English.  After moving to Florida she continued her education and earned a Masters degree in Reading from Nova Southeastern University, while teaching full-time.   For the past 6 years she has worked at Flagler Palm Coast High School (FPC) teaching Intensive Reading, English, and for the last five years, held the Reading Coach position.  Sarah shares that the first day she began setting up her make-believe classroom in the garage, her mother knew that teaching was Sarah's calling in life.  After only a few moments in front of a real audience, it was clear to Sarah that she was right.  "The last nine years have been challenging, rewarding, and ultimately have made me who I am today", says Sarah.   "I believe that as an educator one must never stop learning; therefore, for the past three years I have been pursuing a Doctoral degree in Educational Leadership from Northcentral University.  I am blessed to have a loving husband to support my educational goals, who also teaches at FPC. Being pregnant with twins, we are both looking forward to welcoming two new Bulldogs to our family this spring!"    Barbara Korn began her work in education as an instructional assistant for a full time Specific Learning Disabilities (English & Social Studies) class in the Palm Beach County School District in 1976.  She looped with that class for the next four years and her love of teaching was cemented.  In 1980, she was hired as a permanent substitute teacher in a full time Learning Disabilities (Math & Science) class. She changed careers for a short time and then returned to school to complete her student teaching, and earned her degree in 2004 as a Sum Cum laude graduate and began teaching.  Barbara says since finding her current job as a VPK Instructor for Adult Education Early Childhood Center, she has fallen in love with Early Childhood Education and found a new home.   The 2011-2012 Teachers and Support-Related Employees of the Year  have been selected from each of the district's schools and departments.  The 11 Teacher candidates and 17 Support Employee candidates, nominated by their peers from their schools and departments, submitted an application packet that was reviewed and scored by a panel of selected experts in the field of education.

        FOR IMMEDIATE RELEASE                                          CONTACT: DOE PRESS OFFICE MONDAY, DECEMBER 12, 2011                                                            (850) 245-0413 FLORIDA STUDENTS GRADUATE IN RECORD NUMBERS ~ Minority student graduation rates continue to increase since 2006 ~   TALLAHASSEE – Florida’s graduation rate has risen to its highest level ever, continuing a six year upward trend despite a challenging budget year.  According to results released today from the Florida Department of Education, Hispanic and African-American students continue to graduate at higher levels, with Hispanic students increasing graduation rates 13 percentage points since 2006-07, and African-American students increasing 11.5 percentage points during the same timeframe. Overall, the Sunshine State’s graduation rate rose more than one full percentage point to 80.1 percent, up from 79.0 percent last year and up nearly 10 percentage points since 2006-07.   “I want to commend Florida’s teachers, students, parents and school leaders for their dedication to helping their students learn and earn their high school diplomas,” said Education Commissioner Gerard Robinson. “As educators, we each play a significant role in helping our students achieve academic success, and graduation is one critical step toward the path to college and career.”   This year’s graduation rate for Hispanic students is 77.3 percent, up two percentage points from last year, and African-American students remained steady from 2009-2010 with a graduation rate of 68.4 percent.  White students’ graduation rate rose to 86.8 percent, up 1.4 percentage points from last year.    Dropout Rate Continues to Decrease Following the upward progress in graduation rates, Florida’s dropout rate also declined for the sixth straight year to 1.9 percent. This is the first time the state’s dropout rate has fallen below two percent, and the rate represents a decline of 0.1 percentage points from last year and a decrease of 1.7 percent since 2006-07.    The graduation rate approved by the State Board of Education uses a formula recommended by the National Governors Association (NGA), which includes standard and special diplomas as graduates but excludes all GEDs (General Educational Development).  The NGA rate replaces Florida’s previous calculation method that included GEDs.  Florida’s graduation outcomes, calculated using the federal uniform rate required for federal accountability reporting purposes beginning in 2011-12, will be released in January 2012. This rate is based only on standard diploma graduates.   Since 1998-99, Florida has used a data collection method that ensures an accurate calculation of the graduation rate by following every student from ninth grade to graduation.     Once again, we offered an opportunity for some fun and friendly competition between school-based tech teams.  This year, the challenge for each school Tech Team was to write and produce a commercial video advertising the Digital Media Awards.  The prize of $500.00 was awarded by the Flagler County Education Foundation.   Criteria for the commercial included: Must include every member of the Tech Team (in a starring role or as part of the production team.)     Kids’ Closet Clothing Sale! Each item of "gently-used" clothing will be sold for ONLY a QUARTER! When? Friday, December 9 from 6-8pm Where? The Bobcat Cafeteria at Belle Terre Elementary School Kids’ Closet is a school-wide SERVICE PROJECT designed to help provide children’s and adult-sized clothing to families in Palm Coast. Students were encouraged to rummage through their closets and donate any “gently-used” items that no longer fit them. We will sell each item for ONLY a quarter at our Kids’ Closet. All proceeds will be donated to the American Cancer Society on behalf of the Relay for Life Team.

      ~ Families encouraged to enjoy the gift of literacy during the holiday season ~   TALLAHASSEE – Education Commissioner Gerard Robinson today announced the Just Read, Florida! 2011 Recommended Holiday Reading List.  The list includes a wide variety of interesting books by grade level, each with a holiday theme that will kindle the interest, imagination and love of reading for people of all ages. Research suggests that students who read during school breaks and vacations maintain their academic progress made during the school year.   “Reading is a wonderful gift that families can share together,” said Commissioner Robinson.  “What better keepsake of a family’s warmth and closeness than the gift of literacy that will last a lifetime.”   Families can also use the online tool, “Find a Book” to supplement the holiday reading list with other books tailored to a child’s interests. Tens of thousands of fiction and nonfiction books are available through “Find a Book” at http://florida.lexile.com. The Department launched the book search earlier this year as a means to match a child’s reading ability with a book’s text complexity using Lexile® measures.       The City of Palm Coast’s Recreation & Parks Department and the Flagler County Schools proudly present ‘Polar Express’ on Friday, December 9th at 7:30 p.m.  in Central Park at Town Center. Admission is free for this monthly event, a different family movie feature shown on a huge screen in the stage area at the main entrance to the park. Your favorite concessions will also be available to add to a really enjoyable movie experience.             Stop by the park a bit earlier in the evening to meet Santa who will be waiting for you to visit him inside a snow globe.  Family photos inside the globe with Santa cost only $8.             Friday Night Movie in Central Park will be held on the second Friday evening of each month in Central Park, located just north of Flagler Palm Coast High School on Bulldog Drive.       The City of Palm Coast is accepting applications from qualified individuals wishing to rehab their homes to elevate its value and help stabilize our local neighborhoods. This Housing Rehabilitation Program is aimed to bring resident’s primary homes back up to minimum standards, funded through a grant from the State of Florida.  Financial assistance for up to $80,000 may be available for a new roof, doors, windows, deteriorating plumbing, electrical, mold or other major rehab projects. The City will hold a special workshop on WEDNESDAY, DECEMBER 7TH at 5:30 p.m. for the public to learn more about how to qualify for this program.       AP Scholars of Distinction Awards The Advanced Placement (AP) Program offers several AP Scholar Awards to recognize high school students who have demonstrated college-level achievement through AP courses and exams. Although there is no monetary award, in addition to receiving an award certificate, this achievement is acknowledged on any AP score report that is sent to colleges the following fall.  The following students from Matanzas High School were recognized at the November 1st School Board meeting for receiving the AP Scholar with Distinction Award:  Jasmine Perez, Hunter Fromm, Samantha Webber.       Congratulations Dell Trayer Award Winners! A panel of seven independent judges selected 26 classroom projects from a total of 45 grant applications as the “best of the best” to receive a total of $31,000 in grant dollars to carry out innovative learning in Flagler County Schools K-12 classrooms.  Funds are raised through a Flagler County payroll deduction program called “One 4 the Kids.”  These funds are matched by public and private dollars secured by the Florida Consortium of Education Foundations.   Thousands of children will benefit from hands-on learning projects that enhance learning.       The Band of Pirates and Colorguard Boosters is hosting a Holiday Bazaar at Matanzas from 9am-5pm on Saturday, December 3rd. Operation Spread Holiday Cheer: For each $5 donation, the Matanzas ColorGuard will send a Santa Hat overseas to help brighten the Holidays for our troops. Please search Operation Spread Holiday Cheer on Facebook, and share it with all your Facebook friends :) We will also be selling Santa hats at school, the Pirate Holiday Bazaar, etc. We are still gladly accepting donations of fabrics to use in making the hats. Sports teams, cartoon characters, camo, etc. are all very popular choices. We are currently looking for artists, craftspersons, business owners, groups, etc., who would be interested in having a table at the Bazaar.     November 3rd, Thursday, at 6:00p.m., Flagler County Commission Vice Chair Barbara Revels and School Board Member Colleen Conklin will conduct a joint Town Hall Meeting.  All are invited to attend at Flagler Beach City Hall at 105 S. Second Street in Flagler Beach at 6 p.m. Thursday’ November 3.             The two elected officials share the same district which encompasses Flagler Beach, Beverly Beach, the area east of Belle Terre towards Flagler Beach, Grand Haven and portions of southern Palm Coast. However both officials are elected county-wide and all residents of Flagler County are invited to attend.             Vice Chair Revels said she is looking for an open discussion with county residents on local government issues. Both elected officials will be prepared to go over the recently adopted budgets and discuss the recently completed County redistricting. The meeting is free and open to the public..

    The Office of Student Services, in partnership with many local agencies and community members, is hosting registrations for the Flagler Christmas Angels Project.  This is a county-wide project open to all children aged birth to age 18 who are residents of Flagler County. Families in need of assistance for the holidays should complete a request form and/or attend one of the registration dates. Last two registration dates are: November 2nd-3rd 2011 at the Government Services Building in Bunnell, FL from 4-6pm.       The 1st Annual Old Kings Elementary Golf Scramble will be held on November 5th at Palm Harbor  Golf Club, in Palm Coast, Florida. Join us for a full day of golf that will include great golfer gifts,  including awards for 1st through 4th place, and trophy presentation to the winner of the 1st Annual  Classic. Golfers will enjoy breakfast and a hosted lunch. The Golf Classic will be a scramble format,  shotgun start. During a scramble tournament, each member of the four-man team will hit a tee shot.  The team will then select the best shot from which to play the second shot. All members of the team will  then hit the second shot from that location. The procedure is repeated until the ball is holed.     The 1st Annual Scramble will be held at the prestigious Palm Harbor Golf Club. Palm Harbor Golf Club  has undergone a complete 18-hole renovation by Clifton, Ezell, and Clifton.     Are you within walking or biking distance from school? This week, schools across the region will celebrate International Walk to School Day.  It's an annual event - this year on Oct. 5 - that's intended to encourage families to consider commuting to school by foot.  Students who live close to schools and are not eligible for school bus service can benefit by participating in programs that provide safe, healthful alternatives to transportation in private cars.  Schools benefit, too, from decreased traffic congestion in the morning and afternoon, decreased demand for parking, and more energetic, healthy students who arrive at school ready to learn.   Find out how to start a Walking School Bus program in your area at:  http://www.walkingschoolbus.org

      Ever wonder what to do with those old electronics lying around the house?   If you wish to recycle these items, the Matanzas High School Future Problem Solvers are sponsoring an electronics collection day on Saturday, September 17th. Simply drop off the used electronics by the loading dock at the rear of Matanzas High School, where students will be waiting to assist you. Drop off hours are 9 a.m.-12 p.m. Also, collection boxes will be located in the attendance office of Matanzas High School, should you wish to drop off donations earlier (before September 17).  Recyclable items include: cell phones, inkjet cartridges, laptop computers, netbooks, iPads, tablets, iPods, MP3 players, digital cameras and lenses, camcorders, handheld game systems, game consoles (Xbox, Wii, PS3), range finder, sky caddies, GPS devises, radar detectors, Ebook Readers, mobile hotspots, WiFi devices, USB air cards, and TI graphing calculators.  All proceeds go to supporting Future Problem Solvers, an academic writing competition for Matanzas High School students.

    The Flagler County Commission and the School Board will be seeking public input on three proposed redistricting plans for its members.             To allow for maximum participation, public hearings will be conducted by both entities in September and a joint meeting to adopt the final redistricting plan is scheduled for Sept. 21. The Flagler County School Board will conduct a public hearing during its regular meeting in the Government Services Building on September 6. The redistricting plans will be up for discussion at 6:30 p.m. at that meeting. On September 7 the Flagler County Commission will also seek public input during its regular meeting at 9:30 a.m.               This process is not related to State House, State Senate or Congressional districts. Those districts will be handled by the Florida legislature.             Both the County and the School Board share the same five residential districts. Elected officials are required to reside in their district, thereby ensuring a geographic cross representation of the county, but all of them are elected by a county wide vote.             At a joint meeting of the Flagler County Commission and the Flagler County School Board on August 16, six proposed redistricting plans were reduced to three and ranked by the two boards.             Maps of the three districts being proposed are available on the Flagler County website at www.flaglercounty.org  in the “Quick Links” section of the home page.

    Does your child like to sing?  Are they in 4th, 5th or 6th grade? Bring them to audition for the Flagler County Youth Singers !   The Flagler Palm Coast High School choral department is sponsoring a new youth choir directed by Amy Fulmer.   Auditions will be held in the Flagler Auditorium on September 6th from 5:30 – 7:00pm.  Students should pick up applications from their elementary school music teachers. Applications should be brought to the audition. (See attached Form) Parents must attend the meeting so that the director can go over the audition process and expectations for singers.  Rehearsals for the choir will be held on Tuesday night in the High School chorus room from 5:30 – 7:00.       Thank you to our parents, children, and community who turned out in mass for the Parent Information Station sessions at 9 locations throughout our community.  We are still counting, but we had well over 1,000 parents and students across the district to attend these sessions.  Information was provided on attendance, graduation requirements, promotion information, as well as applications for free and reduced lunch, and school backpacks.  A major emphasis of the presentation was the importance of parent involvement.  Research from the Parent Teacher Association (PTA) & Harvard Family Research Project 2010, indicates when parents are involved, children have higher grades, test scores, and graduation rates, better school attendance, increased motivation and better self-esteem.  In addition, the data verifies that regardless of the family socioeconomic status, family participation in education doubles the academic success of all students.  Parental and community involvement is very vital because it contributes to students’ attitudes about the importance of education. The Parent Information Stations proved to be a great beginning for the “Graduate One” initiative. A special thanks to the many, many people who planned and worked to make this happen. With all of us working together, Flagler County will have ALL students graduating. We can meet 100% Graduation and continue to be an A+ school district. Resources and information to support children’s education will also be provided in addition to the School Lunch Program application and Information on how to receive free backpacks and school supplies.  Last year, we hosted the Back2School Jam.  This year through the Packs4Backs Program sponsored by the Flagler County Education Foundation, backpacks and school supplies for eligible children will be available through the schools. Information on how parents can qualify and receive backpacks and school supplies will be disseminated.  Thanks to generous sponsors that include Walmart; Jimmy Johnson Foundation; Palm Coast Data, LLC; Flagler County Association of Realtors, Inc.; Flagler County Chamber of Commerce; Women’s Initiative of United Way; and Flagler Home Builders Association, 2,600 backpacks and school supplies will be provided to families in need. Although sponsors have covered the majority of backpack and school supply costs, the Flagler County Education Foundation needs funds, or donated supplies, to fill 750 backpacks at a cost of approximately $10 per child.     The College Board recently released the results of the Advanced Placement (AP) Exams for the 2011 administration.  In the School District of Flagler County 519 students took a total of 821 AP exams.  Exams were scored using a scale of 1-5, with 5 being the highest. Students who score 3 and above are eligible to receive college credit for that subject. The district had a total of 54 students who qualified to be recognized in these special categories. Wight a senior from Matanzas High School had an average score of 4.60 on ten total exams with nine of those ten scores 4.0 or above and  was the district recipient of the National AP Scholar Award.     The State of Florida requires that all students entering, repeating or transferring into 7th must have a Tetanus/Diphtheria/Pertussis (Tdap) Booster. The Tdap Booster must be completed prior to entering the 7th grade for attendance. Please see the attached document for more information.

     Flagler was one of 30 Districts out of 67 that made an A for 2011!  This news came after the state released elementary and middle school grades today based on 2010-11 FCAT scores.  The high school scores will be released at a later date as Florida’s high schools are graded using the FCAT plus several non-FCAT based components. Four of the district’s five elementary schools received an “A,” Belle Terre, Old Kings, Rymfire, and Wadsworth Elementary Schools. One received a grade of “B,” Bunnell Elementary School.     The 17th Annual Prevent Child Abuse & Youth Advocate Awards Banquet was recently held at Bethume-Cookman University, sponsored by the Positive Parenting Committee.  The committee is dedicated to improving the lives of families, preventing child abuse and neglect, and promoting positive parenting in Volusia and Flagler counties; as well as all communities.  The Committee strives to improve lives one family at a time via networking, promotion of comprehensive parenting services, and through community awareness and education about the importance of positive parenting. Each year the committee receives nominations for their annual award event.     Flagler County School District was among 14 districts statewide flagged for what was termed “unusual levels" of erasures on the 8th grade reading FCAT exam. The state contracted with Caveon Test Security to analyze the data to identify unusual test results for two primary groups:  1) students with extremely similar test responses; and 2) schools with improbable levels of similarity, gains, and/or erasures. Flagler County School’s Accountability Coordinator Jim Devine, immediately began an investigation in accordance with guidelines provided by DOE. The local investigation included interviews with administrators, teachers and students, review of documents from the DOE, and a review of the actual test administrative protocol. Results of the investigation yielded no improprieties and the documentation was provided to the DOE.   Superintendent Janet Valentine received a phone call June 23, 2011 from Dr. Sharon Koons, Assistant Deputy Commissioner, Accountability, Research and Measurement, with the results of the review.  Of the seventy-five students in question, only three students were found to have erasures that led to their advantage. After a careful analysis, the Department determined that there was not sufficient reason to take any further action, thus the school’s data can now be released to the office of School Accountability for school grading purposes. School grades are expected to be released by the Department of Education in mid-July.

    This is the first year for an End-of-Course Assessment (EOC) in Florida, and the results for the Algebra I EOC shows students in Flagler County Schools scored Third Place in the State regarding the percentage of students scoring in the top third!  We are also among the leaders in the percentage of students scoring in the lowest third!  Although these scores are not yet a part of school grades, it is a fantastic reflection that our teachers are teaching the standards and our students are learning important algebra content. Our students also received this EOC assessment  entirely via computer, representing a very successful  introduction to computer-based testing, meaning more time for our students to learn the important algebra content and a quicker turnaround for results in the years ahead. Since this is a transition year for this new EOC assessment, results are being reported on a special scale known as a T-score scale of 20-80. On this scale, a score of approximately 50 is at the statewide average. As you will see from the results, Flagler at 56 is among the top 3 districts in the state for this assessment.  Individual Student Reports will indicate whether the student’s score falls within the high, middle, or low levels as compared to other students in Florida. For students who entered grade 9 in the 2010-11 school year and are enrolled in Algebra 1 or an equivalent course, each student’s Algebra 1 EOC Assessment score must be used to calculate 30 percent of his or her final grade in the course.  The school by school breakdown has not been received by DOE but will be coming soon.  Please check our website for these results.     Students in Mrs. Cook’s Fourth grade writing class at Rymfire Elementary were asked to find a writing contest online.  The project was a post FCAT activity that would merge writing and technology.   Four students were chosen to be published in the Spring 2011 edition of The Celebration of Writers.  Congratulations to students Taylor Perry, Jennifer Correia, Brittany Chavez, and Heather McLaughlin

    Friends of A1A hosted Kid’s Ocean Day for 200 fourth graders from Rymfire Elementary School. Students were transported to the River to the Sea Preserve Boardwalk East in the Town of Marineland and experienced Ocean Literacy lessons along the boardwalk, where learning stations will be positioned. During the three-hour excursion, students learned about the value of ocean habitats and other conservation activities that coincided with Florida School standards.     The Florida Department of Education released the 3rd grade FCAT results for 2011 Reading and Mathematics. The third grade Reading results determine promotion to the 4th grade. Students who score level 2 and above qualify for promotion. Students who score Level 1 must be retained. These students are invited to participate in a Summer Reading Camp. At the conclusion of this summer program the students are tested again on an alternate standardized test (this year will be the SAT 10 in Flagler County). Students who meet a qualifying score can then be promoted. Other students may be promoted if they qualify for a good cause exemption. The FCAT Mathematics scores have no bearing on promotion or retention. The District Results for Flagler County show the district above the state in Reading for students scoring Level 3 and above at the same level as the state for Mathematics for students scoring Level 3 and above. This was the first year that the new Next Generation Sunshine State Standards were assessed. The results were measured using the former scale of the FCAT. Belle Terre Elementary School and Rymfire Elementary had the highest percent of proficient students in Reading with 86% scoring level 3 and above at both schools. In Mathematics Old Kings Elementary with 87% and Belle Terre Elementary with 86% lead the district in this category. Rymfire Elementary showed the most improvement from prior year of all district schools in both Reading and Math. Rymfire improved 12 percentage points in Reading (74 to 86) and 10 percentage points in Mathematics (73 to 83). Imagine School at Town Center also improved with a five percentage increase in Reading (72 to 77) and a 8 point increase in Mathematics (76 to 84).     Linear Park includes a satellite high school classroom in which The City of Palm Coast and Flagler County Public Schools with considerable support from the Flagler Education Foundation agreed to partner to provide a unique learning environment. A small group of high school students are on site the better part of the school day learning about the park's unique ecosystems and protecting its gifts of nature.
